TRy donloading an atomic clock and set it to check your time and correct it for you. You can usually get one from a free downloads site.

I tried to get back to my post to correct the typo.

Double click on the clock.  There should be 3 tabs.  Click on the third tab and put the tick in "Automatically synchronize with an Internet time server".  It should then keep perfect time.

I'm not a expert on this, but I has the same problem with a work computer, and you've got to be a bit careful because there can be something wrong with the battery in your computer, at least that is what some hardware guys told me. I'm sure that synchronizining will help, but there might be something else wrong, just so you are aware of it. on the other hand I may be wrong...

A failed motherboard battery would cause the CMOS settings to be lost each time the PC was turned off. This would not only cause the clock to reset to the mobo`s default settings but, depending on the type of mobo, could even cause the CPU to default to failsafe settings.
As a first step I would follow KebabMeisters advice and if that does not cure the problem, then look into hardware problems.
As regards Will423`s advice, most atomic clock free downloads include spyware.
