I have tried presing F8 both with and without Fn, nothing happens.

Isn't that a sign that it's only running on battery powere?
try F7 with Fn
and a sign they didn't read all the replies to their original question.

What operating system is it running? Some brightness settings are controlled by graphics cards etc, try looking through your control panel.

I do not really know what an oprating system is, it has Vista. I have tried looking for options in the control panel. It is indeed only running on batteries. But then so is another one in the same place and that has a bright screen
