Visual Basic.net - user moving pictures in runtime..?

Hi all, hope you're well.
Im creating a program in Visual basic, a bedroom planner to be precise.
I was wondering if anyone knew that in when the program is being ran, how i'd allow the users of this program to be able to move pictures i've imported etc to the place the want to on the form? Just like in a real bedroom planner, except mine is nowhere near advanced, no 3D etc.
Is there any property or something.
