I have been with hotmail for 10yrs and never had any problems. Relations in australia cannot send to me any more as get bounce back with "Mail rejected by Windows Live Hotmail for policy reasons.
The mail server IP connecting to Windows Live Hotmail has exhibited
namespace mining behavior."
Is this a problem with hotmail for their domain Is this hotmail problem or problem.....

Sounds like the mail servers for your relatives email domain have not got their MX records setup correctly, probably missing either, a correct reverse DNS, or a proper SPF text entry in the DNS for the domain.
