grayscale to rgb colour

I have downloaded some black and white, pen and ink-style pictures and have been advised that in order for me to change the colour, I have to change them from grayscale to rgb colour. Unfortunately my informant ommitted to tell me how. PLEASE?

I already have Picasa 3 and Photoscape. Are either of these good enough?

I imagine so - not familiar with either though
they look to be too light weight to do what you want (unless someone knows different)
