Is it true that a mobile phone directory is about to
go live listing everyone's number?

I very much doubt that, it couldn't be done,

You can walk into a shop and buy a PAYG SIM card without giving a name or address so there is no way to tell what mobile number belongs to who.
Just people on Contract?

I tried a few numbers but no-one I know is on that directory.
