You'll need a DVD burner of some sort, not necessarily on the computer and dunno if you can use a CD as opposed to a DVD?
Check your burning software (there are free ones as well) and see if it can record a VCD (video CD) - a lot of us (?) used this format before we got DVD burners. Most DVD players will still play this format - you'll just have to try it, Do you have any re-writeable CDs to experiment with?

.

so there is software that can help?
Do you have any burning software at the moment? Nero or Roxio?

Windows XP (and Vista) has built-in burning facilities but I can't remember if it does VCD.

If you try Google and "free CD burning", you'll get lots but the three most common (?) are:-
