I have just done a major clear up of my PC and accidently removed/deleted the audio device! I have checked the sounds and audio devices in the Control Panel and this confirms my actions. Can I download an audio device for free/minimal cost from anywhere?

Goto the web site for whoever makes your computer, click on the support link and you should be able to find a drivers/downloads section then you should be able to download the audio drivers from there.
my first thought would be for you to do a system restore to the point nearest your gaffe.

Oh, and never delete a program, even if you think you don't use it - uninstall instead, as this prevents you from accidentally removing software that other programs need to run.

i did the same as i am very impatient and could not be bothered to check things before i deleted them ,i phoned up the shop that i bought my pc from and they told me to simply to run the disc that i got when i purchased the pc and click on installt the sound device , i did this and it reinstalled itself, it is better now than it was before i deleted it so i suggest you give it a try. you should have the disc in a folder/envelope for backup purposes with all the other bumpf you got when you bought your pc. hope this helps.
