how can i reduce the size of my task bar
its twice as big as normal

Click on the top border and drag it down to size.

can you drag it to the side of the screen where it will appear vertically then drag it back ?

i dragged it to both sides and top
and to to bottom again
stillnot back to normal size

maybe you've got the taskbar locked - if you have you can't alter it - right-click on the taskbar and if 'lock the taskbar' is ticked then untick it - resize the taskbar and lock it again
