I have a new toshiba A100 laptop with 1.73 dual core chip and 2GB ram but the graphics from the standard intel graphics card are a bit rubbish can I upgrade the graphics card and how much would it cost? T.I.A

The graphics chipset is integrated into the motherboard, i.e. is not a separate graphics card, and is not designed to be swapped out of the machine.
Wait until Asus release this: http://www.asus.com/news_show.aspx?id=5369 It was due May for around $600 (probably means it will be 600) and apparently it's possible to crack it open and rplace the card inside.
