Backing Up a Hard Drive

My PC Hard Drive is formatted for NTFS. I have just purchased an external Hard drive formatted in FAT32.

Can I clone the PC disk to the external hard drive and restore if necessary without problems

How are you doing the cloning?

If you make a clone with something like Nortons Ghost then yes you can clone to it.
You'll probably be best reformatting the external to NTFS too though, if it's for backup.
As long as you don't need to use the external drive on older OSs, do as fo3nix says and reformat the drive as NTFS.
