lorraine html application the size is 4kb. what is this. it is in my c drive is it safe to delete it, I dont know how it got there. It was not there last week.

Anything with an .htm or .html extension is a web page. You should be able to open it in Internet Explorer to see what it is. It's not a system file, though, so it's fine to delete it if it doesn't contain data you, personally, want.
