counter-strike server problems

im having problems connecting to servers first time and i get a tracker ul.dll error. ive tried to reinstall my cs but i guess it only made the situation worse can anyone help me fix this server problem, as i am getting tired of connecting to servers thrice before actually playing the game. any help please?
