Is it possible to put a technical (but non-profit making) website onto a CD or DVD, and if so how could it be carried out, what software could be recommended, please?

as long as you use relative links in the website, using what ever software you have used to create the site, you can burn it to a cd and it should work just fine. to burn it, you could use any burning software, even the default windows burning wizard would do it if your using windows
