Would a power bank with a 5volt battery with 10000 Milliamp hours capacity be ok to take on an aeroplane?

I'm thinking of buying one for one of my grandchildren who is off abroad soon.

The CAA/ICAO rules permit them in cabin baggage but not in the hold:

Thanks Buenchico, I think it's a Ryan Air flight but I'll find out tomorrow.

Reading your link it seems to say it's ok but it has to be in the carry on, which it will be. It was the voltage and the milliamp hrs that confused me (not difficult).

I'm off to bed now, so, thanks again.

The tyricky bit might be the lithium battery.

Thanks bhg, I've delved a bit more into it and the one I'm looking to buy seems to fit the airlines criteria including lithium batteries. They say that to be on the safe side it could be insulated.
