My husband has a security camera which he would like to put in the garage. It is currently sitting on the kitchen window as it's the only place we can get a good enough WiFi signal. The signal does not reach the garage. Would an extender work?

Without knowing the layout of your house and garage, and the availability of power sockets, it's impossible to provide an accurate answer to your question.

However if there's a power socket in the garage (which, I assume, is going to be needed to power the camera anyway), and that socket is fed from the same consumer unit as the other sockets in your home, a powerline extender might offer your best chance of success. This one, from TP-Link, gets consistently good reviews:

(It's available for just £24 if you click on the 'Renewed' link from that page).
^^^ Hang on a moment though. I might have been s bit too quick with my post there. That particular adapter only works with a wired connection on the end of it. You camera might not support that method of connection.

If wi-fi is needed, this is a better option (and equally well reviewed) but, alas, a lot dearer:

^^^ I really must learn to research further before posting!

This, from the same manufacturer, is much cheaper and should do the job just as well, in my opinion:
