my pal has no tv licence but uses laptop does he need to use the internet tia

No one needs to use the Internet.
If he's watching live tv via the computer) - live as in at the same time its being broadcast via tv, eg. 7.30pm Coronation Street, then he needs a licence.
If your friend watches any programming from the BBC, including stuff on iPlayer (even though he's not watching it 'live', as it's broadcast via Freeview, etc) he needs a licence.

He also need a licence to watch programmes from other UK broadcasters if he's watching at the same time as those programmes are available on Freeview, etc.

So, unless he gets a licence, he CAN legally watch 'non-live' programmes on ITV Hub, All 4, Demand5 and UKTV Play but he CAN'T legally watch any programmes as they're being transmitted over the air and he CAN'T watch any BBC programming at all (even 'non-live' programmes on iPlayer).

Or he could just not bother with a licence and if anyone comes knocking at the door tell em to sod off.

How would anyone know if you were watching live TV on a laptop/computer and didn't have a licence?
I do have a licence but just wondered.
Barsel, they would not know, unless his laptop screen was in full view of his front window and stasi were oggling the window.
