Loud Ringing Buzzing On Mobile Phones

I don't know if anyone has an answer to this, Ive noticed on quite a few American tv shows mobile phones don't ring, they buzz really loudly, I'm trying to figure out if this is a type of ring tone or if the phone is on silent and simply buzzing.

Mine does that when it is set to vibrate only
