You'll need OCR (optical character recognition) software.

How big is the document?
Question Author
Hi Jim - it's 60 pages.
Wow! I doubt any of the on-line solutions will do that for you, at least, not for free.

Presumably you've asked the sender to send you the original editable version?
As Jim says, the standard way to go about the task is to use OCR software. FreeOCR is one program that I've used and I'm happy to recommend:
http://www.paperfile.net/

However there are online alternatives available too, either using Google Docs or a dedicated website. See here:
https://www.makeuseof.com/tag/top-5-free-ocr-software-tools-to-convert-your-images-into-text-nb/

You should note that OCR applications extract the text from images, rather than actually convert the image files, so you'll end up with just a basic text file (which you can then paste into a new Word document), rather than a document which looks like the original itself. You should also note that such software is rarely perfect; you might need to tweak some of the extracted text a little to get it back to how it should be.
AZ's proffered solution will convert a Jpeg to a PDF but it still won't have editable text.
It also converts it to pdf and then to Word
Sorry, I shouldn't have bothered.
Just wait for the great Buenchico to answer any questions.

^^ LOL!
Now, now!

The emphasis on the site is on converting to pdf but it does say way down the page about converting to Word via pdf so it's not as if it was that obvious.

Hi Chris

I have checked on the 'paperfile' link but there doesn't seem to be any way of downloading it.

Am I missing something - again!!!

Thanks.

Thanks Chris

I have downloaded the programme, and put my PDF in and it says it has taken it, but it is showing me blank pages and is stuck on '1 of 60' - any idea what I'm doing wrong?
60 page jpg
that is a biggy
I wd say can you resend it as a pdf or rtf

he cant have composed it as a jpg

There's a hell of a lot of work for your computer to do if it's a 60-page document, Andy. You might just need to give it time

However if you can't get that program to work with your file, SimpleOCR is a good alternative:
https://www.simpleocr.com/ocr-freeware/

If you really get stuck, you might need to split the single PDF file into 60 separate ones (with one file for each page) and then use either FreeOCR or SimpleOCR to convert each one in turn. (Yes, it will be incredibly tedious but at least it should work!). If you're using Windows 10, this app can do the splitting task:
https://www.microsoft.com/en-gb/p/pdf-merger-splitter-free-pdf-splitter-to-extract-pdf-and-combine-pdf/9p4tcns9h432
(You might care to try this to do the conversion first though: https://www.microsoft.com/en-gb/p/pdf-converter-convert-pdf-to-word-pdf-to-epub-mobi-docx-txt-for-free/9ncjqqzc021h ).
If you're using an earlier version of Windows, google 'PDF splitter' to find a suitable program.

Thanks Chris for your knowledge and patience - I have NO idea how you know all this stuff, I am just very grateful that you do!!
^Have Google, will travel.

Just how important is this document to you, though? And, just as importantly, how much is your time worth? If the answer to both questions is "lots", why don't you just bite the bullet and get it converted professionally?
Are we having fun yet, boys & girls ?
60 page JPEG !? What is that guy smokin' ?
No worries. The Big B will sort it out.
