I've had emails about this and don't know if it's a scam, press this and we'll take over your life. When I google the subject there seems to be an ongoing case in the US. Has anyone else had any experience, good or bad, of this?

Seems to be as much a law question as a tech one.
I'd be inclined to consider it a likely scam.
I would say that it is a Scam. You need to be living in the USA or Israel for Data Breach Settlement to apply to you.
