I need to go back and try to master HTML again after a break of a few years. Notepad was used then, and in that computer I had Word, but now only Libre Office. Is it possible to use the latter to compose and edit HTML?

You might be better off with an editor that specifically supports HTML coding, giving syntax-highlighting, code completion, and (perhaps) WYSIWYG.

I've now tried Notepad++ but each paragraph shows as a single line, and some are very lengthy. Is there some way all of the text can be shown within the frame?
