Cushion Covers - Fire Retardant?

Have loads of fabric offcuts which i was thinking of making cushion covers from and maybe selling on ebay or similar but its been suggested by a friend that they will need to be fire resistant for me to be able to sell them.

I thought this only applied to the inside pad (which i will Not supply due to postage).

Can anyone advise me? Dont want to get it wrong.

I've bought homemade cushion covers off Ebay in the past and they've had neither fire retardant labels or even a care label.
The filling material does.
