There is lots of help on the internet for this sort of thing, just search on "iPad Transfer apps" or "move to new iPad" phrases like that.

I found these web sites (I dont have an iPad so have not checked if they all work)

https://support.apple.com/en-gb/HT201269

https://www.imore.com/how-transfer-data-old-ipad-new-ipad

https://www.easeus.com/iphone-data-transfer/transfer-apps-from-old-ipad-to-new-ipad.html
Yes they will all be there, if memory serves me correctly, I just downloaded them again on my new ipad when I got it. The App Store knows you have already paid for them.
Backup the ipad to the computer.

Plug in the new ipad and you will be asked if you want to restore from backup.

This should copy all your settings etc.

You'll probably find that your apps download.
Yes I have just done it. If you also have an iPhone running 11 ios or higher when you switch on new ipad it will tell you just put it along side and everything transfers. Very handy if you have everything the same on your phone as you had on old ipad. But yes your games will be the same even if you have to download again.
