Tablet Screen Glitchy Not Responding

my tablet screen has no scratches , but is very glitchy and slow -esp the keyboard(which takes ages to appear) and inputs.I reset the device but same problems.I have noticed a black border on top -does this indicate a fault or damage ? http://oi64.tinypic.com/22i976.jpg
