I have had an email supposedly from yahoo. The heading just says Mail. It says I have tried to shut down my yahoo email account and if I don’t click on the activation button then all my data will be lost.
I am unaware I tried to shut down yahoo mail. Is this a scam?

Almost certainly a scam. Please don't click on any links or buttons. Forward to Yahoo (there must be a department that deals with phishing).
Any email that says your account will be closed down if you don't do a certain things is a scam.

If you click on the link it will almost certainly take you to a "fake" Yahoo site that will grab your email account details when you try to "reactiviate" your account.

Then you will be added to a scammers mailing list and be swamped with spam mail (or worse)

and lose your money - awful
