The wife has a old iPad 1st generation. Selecting the App Store> purchased, it lists all old apps that have been deleted. Is it possible to permanently delete them as I think they’re using up storage.

if you have deleted them from the ipad then they will be deleted. The app store doesn't leave them on your ipad. You can do a factory reset on the ipad to clean it up but if its first gen, it may just have outlived its usefulness.

If they've been uninstalled, then they are not using any storage at all.
