I have a Samsung Tab E which has " died"...is there any way I can back up data ( to laptop) when tablet does not work?

Have you tried connecting it with a USB cable and then looking in Windows Explorer to see if it's shown as a storage device?
A further thought:

If you've been using a microSD card to store data (rather than just the tablet's internal memory), simply remove the card and plug it into a USB card reader. You should then be able to access the contents of the card just as you would when using a USB pen drive.
