Looking for singer PA systems that meets the following conditions:
- easily portable
- not two bedroom-esque speakers
- loud enough for pub and club gigs with a full band
- under £100 (or cheaper!)
- bonus: variable echo/reverb

I'm afraid your requirements 3 (loud enough for pub and club gigs with a full band) and 4 (under £100) are mutually exclusive.
^^ Agreed.
You could get away with using this (which is only just over your budget)

but, as someone who's done a bit of sound mixing, I'd suggest that you really ought to be looking at mixing the sound from the vocalist and the band as a whole, rather than providing separate sound systems for the vocalist and others.
Really don't think that would cut it in any venue, Chris - it's only 50 watts. No way £100 will get anything remotely suitable, unless the poster is very lucky in finding one in, say, a local paper or small ads somewhere.
