I am trying to use that new Masterpass app from MasterCard to pay bills by credit card, but it seems It's only possible to use it in the country where the payee is located so the app wont download, which makes it pretty useless if you're in another country.

so I was thinking maybe there is a way to do it by using a VPN with a IP adress for that country. but I don't know much about VPNs ,never used one before, so I don't know whether that is possible or even if VPN works on mobiles? any advice would be appreciated

If you managed to download it then maybe the app won't work in the wrong country anyway ? May be worth a try though: check out the related threads below.
yes, this is possible. And VPN can work greatly on mobiles.
Are you using a phone? If so, Opera VPN is the bees knees, and so simple to use

A VPN would only be of use if the end server in the chain was located in the Czech Republic. (I'm assuming that's where you want your web traffic to appear to be from, based upon your previous posts).

What you need is an anonymous proxy server based in the Czech Republic. The free ones tend to come and go very quickly (often because they're actually servers where someone 'has left the back door open' unintentionally and they only stay available until someone 'closes the door'). They can also be incredibly slow.

However I've just found one which is currently working and incredibly fast as well. The following instructions are for FIREFOX. (If you've not got Firefox you might need to install it. Otherwise you'll need to find the same settings in your own choice of browser):

Click the three lines (top righthand corner)
Click Options
Click Advanced
Click Network
Click Settings
Click next to Manual Proxy Configuration
Enter this in the HTTP Proxy field: 195.140.253.65
Change the Port to 3128
Put a tick next to Use This Proxy Server For All Protocols
Click OK

You should then be routing all of your web traffic via an anonymous proxy server in Prague. To check, go to http://whatismyipaddress.com/
If you see the country you're actually in shown, you've either not set things up correctly or the proxy is no longer 'anonymous'.
If the page fails to load, you've either entered incorrect numbers of the proxy server is no longer working
If the page shows that your ISP is in Prague (as it should), you've cracked it!

(PS: To stop using the proxy server, follow the initial instructions above and then select 'No Proxy')

Well do have Firefox on computer but as I said this app it appears is based on Android and has to be downloaded onto phone

Well I tried the Opera VPN it does seem pretty good there's just one little problem it only covers limited certain countries.Unfortunately not the Czech Republic where I need IP to be

Try Tunnelbear. It's chargable but you can get a certain amount of mbs per month for free. I get twice that by using two different email addresses that I have registered with them.

Replace 'someproxyserver.com', in those instructions, with '195.140.253.65'

Replace '8080' with '3128'

Hit 'Save'.

Cross fingers!

(To revert to your normal settings simply change 'Manual' back to 'None')

Well I tried to follow the instructions given on that website you gave, but by long pressing on Wi-Fi nothing of the options appeared they were all completely different. however there is a setting VPN on the phone menu maybe I should use that one?
well I clicked on VPN but it just came up with you need to set a password before you can use credential storage whatever that means?
You should be long-pressing on the name of the service you're using to connect to the internet. If you're using a wifi connection from your router it will be that router's SSID. If you're connecting directly into a mobile phone network it will probably be the name of the network provider. If you then don't see the options given in the page I linked to, what DO you see?

Well yeah that's what I did but all I got was modify network , which just gives the usual things like status, speed ,signal strength,..
Are you sure that there's not an 'Advanced Settings' option there somewhere?

Well when pressing more there was an advanced option but again that didn't give anything like those options mentioned, it just says things like- scanning always available ,network notification, etc
An alternative approach . . .

damn, Why can't life be simple. Well downloaded that Vypr which at first glance seems to be good as it has Czech Republic server and it connected no problem. so I try to download the masterpass app and still wouldn't work.
thought is rather peculiar so I did some checking and looked at the IP address it is actually located in Vienna and not Czech Republic as it states on the Vypr app. so looks like more problems. All this fancy technology but it seems one has to spend weeks and weeks trying to solve it and then it doesn't work. good thing I have plenty of hair to tear out in frustration.

well tried again and this time connected to Prague and yep still cant do it! I bleedin give up seems mankind could send a man to the moon nearly 40 years ago but try top pay a bill in 2017, forget it!!
Try PureVPN https://www.purevpn.com/ maybe it can work for you. Once used it to buy tickets and got an enormous discount through an IP change. It has server in czech republic which I just checked works fine.

FYI: It has a chrome browser extension too which I think would make it quite easy and no hassle of connecting again and again just connect on a single click and you are good to go.
