I've just bought a Samsung Smart Tv. It does not have a scart socket on the back so that I could connect my DVD player.
Is there any way I can connect my scart DVD player to my new hdmi tv?

Maplins are usually good for that sort of thing.

In fact, you could upgrade to a Blu-ray player for less than the cost of an adaptor.

Isn't one digital and the other analogue ? Do the two bits of kit have alternative connections ? Phono maybe ?
Yes OG, HDMI is digital, and SCART is analog, so by using an adaptor, you are first performing a Digital to analog conversion, outputing the result to the SCART, then converting it back to digital for the HDMI. Consequently, not only is the adaptor expensive, but you are introducing two potential sources of degradation into the signal chain.
TheChair's suggestion is the most sensible and cost effective. If, like me, you are averse to replacing equipment which is working, just take it down to one of the charity shops - everybody is a winner.
