My Favourite Bar has disappeared on my iPad in Safari I have been to my settings and it is switched on Any help please

Try this fix: Double tap the Home button and close Safari. Click on Safari to open and the Favourites should be there.
To close apps...

Press the Home button two times quickly. You'll see small previews of your recently used apps.
Swipe left to find the app you want to close.
Swipe up on the app's preview to close it.
When finished press Home button once.

I do this twice a day to hopefully save battery.

Done this a few times but still not there
The other option you say you have done.

1. Open the Settings application on your iPad’s Home screen.
2. Select Safari from the left sidebar.
3. Just under AutoFill you should see Always Show Bookmarks Bar; Set that to ON.

Other than that I can only suggest a reboot.
Press and hold the Sleep/Wake button until the red slider appears. Drag the slider to turn your device completely off. After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.
