I thought you could search for a particular word on a page or something similar. Sorry I can't be more helpful.

What do you meam by 'create a web address'?
Ah- you want to create a link which takes you to the relevant line/section of a web page rathe rthan just to the full page.

Your subject title and body text don't really make sense, can you try again to explain again what it is you are trying to achieve?
If you're simply trying to provide a link to a web page, that automatically scrolls down to the relevant text for the viewer, the simple answer is that you can't. (The only exception is where the person who designed that page included an 'indexing' link, specifically for that purpose, as here: https://en.wikipedia.org/wiki/London_Stansted_Airport#Airlines_and_destinations ).

If you want to direct someone to particular text on a long and complicated page, all you can do is to link to the page and recommend that they search for the relevant text (by pressing Ctrl and F together, entering the text and then hitting 'Enter' until they find it)
Within a website, you can link to a point in a page using an "anchor" http://www.echoecho.com/htmllinks08.htm
