The picture on my PC is consistently too wide for the screen. How can I shrink it?

What windows version?
Assuming you have a Windows PC, right click on a blank bit of the desktop, click on screen resolution.

Make a note of the resolution you currently have and try different ones.

Done that. Seems I don't have "screen resolution"
Im on windows 7 and I have it. on your desktop page, right click and it should be 3rd from bottom.
Click the 'start' button - control panel - appearance and personalization - adjust screen resolution

When you say "picture" do you mean the Windows desktop itself, or do you mean a picture (photo?) you are using as your desktop background?
With older versions of Windows you need to go via 'Properties' to get to the Display Properties section and them move the slider, followed by clicking 'Apply'. (Don't panic when your screen goes blank - it's meant to do that for a moment!)
Oh, hang on, it's Windows 7. You might need to go via 'Graphics Properties' and 'Display Settings'
or go. Control Panel.....Display........Change display settings

yeah, I meant display rather than picture
