Is Google Play Music A Rip-Off?

I have recently switched from iPhone to Samsung S4 and after experiencing the diabolical Samsung program Kies music manager which I would not recommend to anybody, I thought I would give Google Play a try. Having purchased an album, I find I can only play the album through the GooglePlay music app. In iTunes I usually make up playlists with selected tracks from numerous albums I have purchased over the years. This I am told I cannot do with Google Play and unless I have been seriously misinformed, it seems to me that I am not owning the music as is normally the case but I am effectively renting it from Google and can only play it in the form that Google dictate. Any views will be appreciated please.
