Mobile Phone Says "outgoing Calls Restricted By Fdn".

Does anyone know what restricted by FDN means, and how I can correct it.
I got no response at all from my network, which is 3.

It means fixed dialled numbers, looks like somebody has changed the settings on the phone so you can only dial certain numbers.
