Windows XP Unable to DELETE certain files

I have some files that I have downloaded but I am not able to Delete them any ideas how I can go about this please .

When I do press delete a Box appears which states.

"Make sure the disc is not full or write protected and the file is not currently in use".

That usually means you are trying to delete a file you already have open or one that your computer needs. What file is it?

Thank you for your reply .The File is an MP4 video file.

If you enter " Delete File on Reboot " into Google you will hopefully find a program which will remove your file depending upon which Windows system you are using.
