Using keyboard without mouse.

I first put this question into Computers Topics but need to have wider scope in Technology ( been having probs with mouse) can I use the keyboard to move about screen ( without mouse) ? For instance when I open Answerbank with mouse not working how to move pointer to select Technology or Computers etc.
