How can I prove that I have connection speed problems when they aren't constant?

A couple of weeks ago my computer practicaly froze, so I did it all, CC Cleaner, Malwarebytes, Disc defrag, Clean out files, memory repair, chkdsk, update all windows up dates. Problem appears to be solved, this week it came back performance moniter doesn't give any unusual readings, but HD is working all the time.

Dis-connect the (wireless) router PC works normaly, put the router back on PC freezes, last night working as good as new.

So is it my ISP or something else and how do I prove it?

Sounds like your PC rather than your internet connection. If it was your internet, then the computer would still be responsive, programs would open and close quickly, the mouse pointer wouldn't freeze, etc etc.

What would happen if it was just your internet would be that stuff you were downloding would take longer. Websites would open more slowly (note - not your browser, just the content), filesharing would take longer, youtube would stutter, and so on.

One thing I would add to the list of things you've already tried is a free download called Codestuff Starter - this lets you prevent all the old rubbish you don't need starting up in the background and hogging your processing power. Just make sure you know what you are disabling and that you definitely don't need it running all the time.
As Hammer says, the symptoms you describe don't indicate connection speed problems.

HD working all the time would be more likely to indicate one of the following:
Large download running in background
scheduled AV scan
scheduled backup
Faulty HD
