Very Different Download Speeds On Two Laptops.

We have two laptops in the house, one HP G62 Notebook PC with Windows 7 Home Premium 64 bit system + 8 GB RAM and a Toshiba Qosmio X70-A-12W with Windows 10 Home & 64-bit system + 16 GB RAM. Until recently, they both had wireless download speeds of around 12 to 13 MB/s, which is what is expected here. I'm 400 metres from the exchange.
The HP has maintained that performance, but the Toshiba has dropped to around 3 MB/s. even when connected by Ethernet cable, with just an occasional increase to the upper limit.
95% of the time it is very low. I've checked the modem drivers are updated as is the OS.
I'm on TalkTalk with no issues for a long time, so generally very happy. However, I'm not sure what else to check. Any ideas? TIA.

The first thing I'd do is go into Task Manager, ensuring that 'Show Processes from All Users' is ticked in the 'Processes' tab and see if anything there looks unusual. (Your laptop won't be able to download at high speeds if something is hogging all of its resources).

You might find that disabling your anti-virus software fixes the problem. (If it does, uninstall it, restart your computer and then either reinstall it or install something different).

Thanks Buenchico, I had a feeling you'd be the first to reply.
I'll double check the Startup in Task Manager, but I've already switched off most of the unwanted programmes and functions.
I suppose the problem must be in the Qosmio and not the wireless modem, because the HP is racing along fine. I'll see about the AV.

Although there were a lot of processes going on displayed in Task Manager, there was nothing hogging the resources that I could see.
I disabled the AV and rebooted; immediately going to the speed-checker.....still about 3.5 MB/s. I suppose the on-board modem might be failing. I have a USB wireless modem I could try.
