This is one of those people finder, electoral roll search sites. Every other site has removed my info free of charge without problem, however this site will do it free only if they have sight of my birth certificate, passport or driver's licence.
Otherwise it is £10 plus a minimum 5 minute phone call charged at £1.50 a minute.

Should I complain to anyone? If so, who?

You could ask the Information Commissioner whether they know of any regulations governing this.
why don't you want to give them a redacted copy of your DL?
Can't see the problem. Obviously they need to know that the request is genuine, so you can supply some instant proof that you are who you say you are, and get it removed free, or you can cause them a lot of extra hassle in having to verify your identity, and pay for their time.

I have had my details reomoved from 5 other similar sites such as 192.com and the most I've been asked for is a request in writing, some have removed my details following an email request.

I can't understand why this site has to be different. Why the premium phone line number?

I shall get in touch with the IC for advice.
as this is information that is in the public domain, i am not sure you will have any luck
