Windows Unable To Start

I've got a Packard Bell desktop computer running Windows 7, and I have used it this morning, left it in sleep mode - whilst I was out, electricity went off. Now i've been trying to start up I keep getting a message saying that Windows cannot open and it has been putting itself into a system repair, but after some time it comes back as cannot restore windows. Is there something I can do to fix this?
I've tried launch start up repair, and when that hasn't worked, have tried start windows , normally, but still nothing. It has now come up with Startup Repair cannot repair this computer automatically, with option to either Send information about this problem, or don't send. Is this something I can repair myself?

When you first got the computer did you create 'Rescue' disks? You would have been prompted by Windows to create these when your pc was first started.
When you received your pc was there any Windows recovery disk included with it?

Have you tried 'booting' the pc into safe mode?

I did make back-up disks, but they are having no effect. No, it didn't have a recovery disk when I bought it. I've tried pushing F8 as it starts up, but it doesn't offer me a safe mode option - all I'm able to get is the black screen with "Windows failed to work, and offering me the options of Launch Setup repair (Recommended) or Start windows normally, which then go into Searching for problems, then new window, which states Startup repair cannot repair this computer automatically with the opption to send the information about this problem, or Don't send. I've tried both. If I can solve this with a recovery disk, where can I get one from? Thank you for your help.

I have managed ti get to the boot menu, and am doing a system restore, so maybe that will work! Embarrassingly the keyboard wasn't working properly as the end was half out of the socket, so I was able to F8 and get to the menu that way.
