When I download, say - an MP3, the download speed starts at about 200 or more KB`s per second, but rapidly reduces during the download, finishing up at about 40 or 50 KB`s per second. Is this normal, or is there anything I can do to stabilise it? Thanks.

It's unlikely that you can do anything about it.
Unfortunately, as your download is controlled by the transmitting server, the actual speed of the download is outside either your or your computers control, as there is only an agreed bandwidth for the download mirrors. Sorry, for the unwelcome advice..
