I have to go through a spam folder to check that all the mail that is received therein is Spam. I delete it from there, it then goes into my deleted folder. Is there a 'permanent' delete action I can do, instead of having to do it twice?

Hold the shift key down when you hit delete and they will go for good. This is also true for windows explorer, files deleted in this manner don't go to the recycle bin.
