How is it formatted?

Try reformatting as NTFS.

Thank you,

I looked in disk management and saw that it was partitioned and the second partition was not formatted at all. It is all there now. The drive was given to me yesterday so I had no idea what was done with it previously.
Is there a typo in your question? A 137Gb limitation is a well-known problem (but I've not heard of a 37Gb one). In case you meant to type 137Gb, here's the answer from Seagate:

Remember that, even when everything is working properly, the reported size of any drive is always less than the size on the box. This is due to differences between the decimal and binary definitions of 'Giga'. So you'll never get the reported figure up to 160Gb:

If you don't get a satisfactory answer here on AB, use the link below to contact Seagate support. (You'll have to copy the link, and paste it into your browser's address bar because AB doesn't hotlink to secure web pages):

Nope, no typo. I truly meant 37 Gb. I know about the 137 Gb barrier. It's just that it was partitioned and the second partition was not formatted. Thank you both for your responses.
