I am using windows XP and although I can change the size of the fonts for the icons I cannot change the colour. Is this how it is supposed to be or am I doing something wrong?

That's how it's meant to be. If you turn off wallpaper and set a dark background you will get white text; if you set a light background you will get black text.

there is a third party program that lets you do this.
its called D-Color XP 1.2 from http://dliboon.freeshell.org/
