whats the best way of getting a 1.5g movie file burned onto a 700mb cd-r?

You will have to reduce the quality of the file, with something like SUPER:

or split it into segments using mpeg splitter and burn to 2 or more likely 3 cd's.
the quality would be awful to drop from 1.5 gig to approx 500meg to fit on a cd when converted.
