Picture Only Fills 9/10 Of Screen

When I turn my computer on the picture does not fill the whole screen - I can see a row of shortcut icons at the top of the screen.

Any suggestions would be appreciated.

More details please, such as Make, Model No of pc/laptop and the O/S including service packs installed.

Has this only just started to happen? Changed your display monitor/graphics card?
