Yes you do pay. You must get a data card and it is like a prepaid phone card. It is for people that don't have access to wi fi.

Some ISPs offer free cloud access if you will share your broadband connection...look at the bt website to see how it works. You can also use free network access in places like Starbucks and macdonald

3G is a more expensive technology and you will need to pay as monthly basis behind the use of internet services for it.
