It's either a backup of an IFO file on a DVD (the IFO contains information about the contents of a DVD to tell a DVD player what it's got to play, if the IFO file is unreadable the player will look for a BUP file which contains the same information)

Or... It's also used as a general backup file of work in progress for several applications so if the application crashes your work can be recovered from the BUP file.
