I cannot drag and drop on the desktop on a Compaq Pressario

Hi, I have been given a second hand Compaq Pressario 1000 tower pc loaded with XP SP3 Professional.On the desktop, although you can open up things, you cannot drag and drop anything this includes other panels in the course of using the computer. I read on line about putting 180D in the registry but it made no difference. Are there any other suggestions?
